In a major step towards protecting public health, the Odisha government has announced a complete ban on gutkha and all forms of tobacco and nicotine based products across the state. This strong decision has been taken in line with the directions of the Supreme Court and reflects the government’s commitment to making Odisha a healthier and safer place for everyone.

As per the new order, the ban covers gutkha, pan masala, zarda, khaini, and all other tobacco related products that contain nicotine. The prohibition is total in nature. This means that the production, storage, transportation, sale, and even consumption of these products are strictly not allowed anywhere in the state. The rules will apply equally to local residents as well as tourists visiting Odisha.
The state government has clearly stated that no one will be given special treatment. Whether a person is a shop owner, supplier, consumer, local citizen, or visitor from another state, the law will be enforced equally for all. The ban will be strictly implemented in popular tourist destinations such as Puri, Bhubaneswar, and Konark, where the movement of visitors remains high throughout the year.
Health Minister Mukesh Mahalinga explained the reason behind this tough decision. He said that the use of tobacco products in Odisha is much higher than the national average. Due to this, the state has been witnessing a worrying rise in serious health problems, especially oral cancer and other mouth related diseases. These illnesses not only affect the quality of life of patients but also put a heavy burden on families and the healthcare system.
According to health experts, products like gutkha and khaini contain harmful chemicals that directly damage the mouth, throat, and digestive system. Regular use can lead to addiction, tooth loss, gum disease, and life threatening cancers. Despite repeated awareness campaigns in the past, the consumption of such products continued to remain high in many parts of the state.
Keeping this situation in mind, the Odisha government has now set a clear goal of making the state tobacco free. Officials believe that a complete ban, along with strict enforcement, is necessary to bring real change. The government feels that partial restrictions were not effective enough to control the problem.
To ensure proper implementation of the ban, special monitoring squads will be deployed across the state. These teams will keep a close watch on markets, shops, transport hubs, and public places. Surprise inspections will be carried out to check illegal sale or storage of banned products. Anyone found violating the law will face fines and strict legal action.
The government has warned shopkeepers and traders to immediately stop dealing in tobacco related products. Licenses may be cancelled, and repeat offenders could face harsher punishment. Transporters carrying banned items into the state will also be held responsible under the law.
At the same time, the government has appealed to citizens to cooperate with the authorities. Officials have stressed that this decision is not meant to trouble people but to protect their health and future. By giving up tobacco, people can reduce the risk of cancer, heart disease, and other serious illnesses.
Public health activists and doctors have welcomed the move, calling it a bold and necessary step. Many have said that Odisha’s decision could inspire other states to take similar actions. They believe that if implemented properly, the ban can save thousands of lives in the long run.
However, experts have also pointed out that enforcement will be the key challenge. They have suggested that along with strict checks, the government should continue awareness programs, especially in rural areas. Counseling and support should be provided to people who are addicted to tobacco so that they can quit safely.
The Odisha government has assured that health departments, police, and local administration will work together to make the ban successful. The focus will remain on education, prevention, and strict action against those who break the law.
With this decision, Odisha has sent a strong message that public health comes first. The government hopes that with collective effort and public support, the state can move towards a healthier, cancer free future.
